지난 8월 27일 전 세계 90개국의 의료 질 관련 학회 및 국가기관들이 참여하는 국제의료질향상연맹(ISQua, International Society for Quality Assurance in Healthcare) 제39차 세계총회가 서울 코엑스에서 개막되었습니다.

총회 첫날인 27일 오전 7시에는 각국 참가자 대표 150여 명이 봉은사를 비롯한 서울 삼성동 일대를 함께 걷는 ‘박하걷기대회(K-Walking Parade)’ 행사를 가졌습니다.

28일 오전에 개최된 ISQua 서울총회 개막식에서는 반기문 전 유엔사무총장이 개막 연설을 했으며, ISQua 제프리 브레이스웨이트(Jeffrey Braithwaite) 회장이 개회사를 했습니다.

 

이어 한국의료질향상학회(KoSQua) 이왕준 회장(명지의료재단 이사장)이 환영사를 했습니다.

 

이왕준 회장의 환영사가 각국 참가자들에게 많은 박수 갈채를 받았습니다.

• Good morning, everyone.

 

I'm Dr. Lee Wang-Jun, Chair of Kosqua, and it's a real honor to kick off the opening of ISQUA's 39th International Conference in front of over 1,600 professionals from 72 countries.

 

First and foremost, I wish to express my profound gratitude to our esteemed assembly of 180 speakers, among them the distinguished former UN Secretary General Ban Ki-moon, who is poised to grace us with the keynote address.

 

I would also like to extend my heartfelt appreciation to ISQUA President Jeffrey Braithwaite, the accomplished members of the ISQUA Board of Directors, and the dedicated contributors of the Program Committee, whose diligent efforts have culminated in the realization of this conference. Furthermore, it's essential to acknowledge the invaluable support rendered by the Health Insurance Review and Assessment Service and the Korea Institute for Healthcare Accreditation, whose partnership has substantially contributed to the resounding success of this event.

 

This 39th Conference in Seoul is the largest ISQUA has ever had. Do you know why? I think there are three major reasons: First, we've been putting in a lot of effort to get things ready. (It’s not a joke. Many of Kosqua members did their best.) Second, K-pop and popular Korean culture like BTS, "Squid Game," and "Parasite" have made Korea super cool. And third, the COVID-19 situation has shown us how important it is to keep patients safe and manage healthcare well.

 

Our healthcare system is navigating through a complex landscape. We're confronted with soaring healthcare costs, a growing elderly population, an increasing incidence of emerging infectious diseases, climate change shaking things up, and healthcare inequalities across the board. All of these factors pack a punch when it comes to patient safety and the quality of care we deliver.

 

Now is the moment to deeply contemplate how we can harness the potential of new technologies, reshape our healthcare culture, and foster collaborative efforts among healthcare professionals, policymakers, industry stakeholders, and the community at large to address these challenges. In my view, the three pivotal themes of this Congress - Technology, Culture, and Co-production - adeptly encapsulate the current landscape. Along these lines, I'd like to put forth three key points.

 

To begin, the COVID-19 pandemic has disrupted our lives and presented us with a multitude of challenges. However, those of us in the healthcare field have borne a significant brunt, requiring us to play catch-up. In anticipation of future pandemics, which are undoubtedly on the horizon, healthcare institutions and professionals must enhance their crisis management strategies. It's imperative that we take on the responsibility of safeguarding patient well-being and upholding the standard of care, even in the midst of crises.

 

Next, it's crucial to shift our attention towards fostering collaboration for co-production. Delivering quality care and ensuring patient safety extends beyond the realm of providers. It's essential that patients, as consumers, and policymakers comprehend the paramount significance of this endeavor. Our role is not limited to doing our utmost; it also involves rallying a broader spectrum of individuals around this shared mission.

 

Lastly, we must proactively embrace the adoption of emerging technologies and communication tools, including AI. Despite the transformative impact of the iPhone over the past 15 years, the healthcare sector has lagged behind in embracing change. While prudence remains crucial in healthcare, we must not hesitate to harness novel technologies to revolutionize healthcare systems, enhance hospital safety, and elevate the patient experience.

 

Esteemed experts from around the globe, we're excited to gain valuable insights and profound wisdom from your presentations during the upcoming four days. To all my fellow healthcare champions spanning the globe, I'm eagerly anticipating the reminder that our endeavors to enhance healthcare systems hold immense significance and bring forth rewarding outcomes.

 

BTS member J-Hope once said. "When things get tough, look at the people who love you! You will get energy from them."

 

I'd like to rephrase that sentence very slightly and share it with you: "When things get tough, look at the people who work with you! You will get energy from them."

이번 제39차 서울 컨퍼런스는 ISQUA 사상 최대 규모의 컨퍼런스입니다. 이유를 아시나요? 크게 세 가지 이유가 있다고 생각합니다. 첫째, 준비를 위해 많은 노력을 기울였습니다. (농담이 아닙니다. 코스콰 멤버들 다수가 최선을 다했습니다.) 둘째, K팝과 방탄소년단, '오징어 게임', '기생충' 등 한국의 대중문화가 한국을 정말 멋있게 만들었습니다. 셋째, 코로나19 상황은 환자의 안전을 지키고 의료를 잘 관리하는 것이 얼마나 중요한지 보여주었습니다.

 

우리의 의료 시스템은 복잡한 환경을 헤쳐나가고 있습니다. 우리는 치솟는 의료 비용, 증가하는 노인 인구, 증가하는 새로운 전염병 발병률, 상황을 뒤흔드는 기후 변화, 전반적인 의료 불평등에 직면해 있습니다. 이러한 모든 요소는 환자의 안전과 우리가 제공하는 진료의 질에 큰 영향을 미칩니다.

 

이제는 이러한 과제를 해결하기 위해 어떻게 신기술의 잠재력을 활용하고, 의료 문화를 재편하고, 의료 전문가, 정책 입안자, 업계 이해관계자 및 지역 사회 전반의 협력 노력을 촉진할 수 있는지 깊이 고민해야 할 때입니다. 내 생각에는 이번 회의의 세 가지 핵심 주제인 기술, 문화, 공동제작이 현재 상황을 적절하게 요약하고 있다고 생각합니다. 이에 따라 저는 세 가지 핵심 사항을 제시하고 싶습니다.

 

우선, 코로나19 팬데믹은 우리 삶을 혼란에 빠뜨리고 우리에게 수많은 도전을 안겨주었습니다. 그러나 의료 분야에 종사하는 사람들은 상당한 어려움을 겪어 따라잡기 위해 노력해야 했습니다. 의심의 여지 없이 곧 다가올 미래의 전염병을 예상하여 의료 기관과 전문가는 위기 관리 전략을 강화해야 합니다. 우리는 위기 상황에서도 환자의 안녕을 보호하고 치료 표준을 유지하는 책임을 져야 합니다.

 

다음으로, 공동제작을 위한 협력을 촉진하는 쪽으로 관심을 돌리는 것이 중요합니다. 양질의 진료를 제공하고 환자의 안전을 보장하는 것은 서비스 제공자의 영역을 넘어 확장됩니다. 소비자이자 정책 입안자인 환자가 이러한 노력의 가장 중요한 의미를 이해하는 것이 중요합니다. 우리의 역할은 최선을 다하는 것에만 국한되지 않습니다. 또한 이 공유된 임무를 중심으로 더 광범위한 개인을 모으는 것도 포함됩니다.

 

마지막으로, 우리는 AI를 포함한 새로운 기술과 커뮤니케이션 도구의 채택을 적극적으로 수용해야 합니다. 지난 15년 동안 iPhone이 혁신적인 영향을 미쳤음에도 불구하고 의료 부문은 변화를 수용하는 데 뒤쳐져 있었습니다. 의료 분야에서는 신중함이 여전히 중요하지만, 의료 시스템을 혁신하고 병원 안전을 강화하며 환자 경험을 향상시키기 위해 새로운 기술을 활용하는 것을 주저해서는 안 됩니다.

 

전 세계의 존경받는 전문가 여러분, 앞으로 4일간 여러분의 프레젠테이션을 통해 귀중한 통찰력과 심오한 지혜를 얻게 되어 기쁩니다. 저는 전 세계의 모든 동료 의료 전문가들에게 의료 시스템을 향상하려는 우리의 노력이 엄청난 의미를 가지며 보람 있는 결과를 가져온다는 사실을 상기시켜 주기를 간절히 기대하고 있습니다.
